2022 Franklin B Walter Awards

Southern Ohio Educational Service Center (SOESC) recognized four senior high school students from Adams, Clinton, Fayette, and Highland Counties for their academic success and school and community service at a Recognition Dinner on April 5.

Dan Roberts, Educational Consultant, shared ten simple statements he created that he felt would greatly benefit the recipients throughout their journey called LIFE. He concluded with his favorite saying from Abraham Lincoln, “Fame is a vapor. Popularity an accident and riches take wings. The only thing that endures is your character.”

Students were selected based on their school grades, test scores, activities, an essay detailing their short-term and long-term goals, both academically or professional and personal, and a letter of recommendation from an educator or individual that positively impacted their lives. SOESC awarded recipients certificate plaques and a RocketBook Fusion to utilize in their future education.

Myla Toole, Adams County Recipient, plans to attend Xavier University and major in pre-medicine. Ms. Melanie Ohnewehr, High School Counselor, wrote a letter of recommendation for Myla Toole.

Ms. Ohnewehr said, “Ms. Toole is always doing her best work and has excelled in any area she applies herself to, whether it is academic or community service-related. When applying herself to a task, she works hard and sets her expectations for herself, and encourages those around her to excel as well.”


Jacob Lansing, Clinton County Recipient, plans to attend The Ohio State University and major in Animal Sciences. Ms. Georgette McClain, Biological Sciences Teacher, wrote a letter of recommendation for Jacob Lansing. 

Ms. McClain said, “Jacob is a top-performing student who is most concerned about actually learning course material and not just earning an “A.”  I have watched Jacob grow from a great student to a superb one; sharpening his study skills and evolving into someone who has learned the material well enough to explain it to other students. He manages to meet all of his obligations and never makes excuses. I must say he is one of the most dependable young people I have ever had the pleasure of working with.”

 

Mac Miller, Fayette County Recipient, is considering attending the University of Cincinnati and majoring in finance. Mr. David Penwell, a High School of Business Teacher, wrote a letter of recommendation for Mac Miller. 

Mr. Penwell said, “In my 16 years in education, Mac is the finest young man I have met. His caring, compassionate attitude for humanity is amazing. Mac truly cares about people. He brings out the best in people, and has a way of making them feel accepted and important.”


Bridget Wilkin, Highland County Recipient, plans to attend The Ohio State University and major in Health Exploration with an intent to become an anesthesiologist. Mr. R. Scott Howard, Deacon/Praise-Team Leader, wrote a letter of recommendation for Bridget Wilkin. 

Mr. Howard said, “As a member of our congregation, Bridget became our lead pianist at the age of fourteen and has far surpassed our expectations in terms of dedication, punctuality, and sheer enthusiasm for the job. There is no doubt in my mind that Bridget will succeed in anything she puts her mind to doing. She takes pride in her talents and puts 110% into everything she attempts.”

Mr. Curt Bradshaw, School Improvement Consultant for SOESC, shared the selection process and announced the overall recipient. “To honor former State Superintendent Dr. Franklin B. Walter, the Ohio Educational Service Center Association established the Franklin B. Walter All-Scholastic Awards to promote student achievement and recognize academic accomplishment. Myla Toole will represent  SOESC at the program in Lewis Center on Tuesday, May 3.”, said Mr. Bradshaw.

SOESC Superintendent Ms. Beth Justice said, “These four students truly represent the best of the best in the region, and I want to congratulate them on their many accomplishments. Students, we thank you for being leaders for our future and wish you the very best.”

Southern Ohio Educational Service Center provides specialized academic and support services to twelve school districts in Adams, Clinton, Fayette, and Highland Counties. Districts receive services from school improvement consultants, gifted and special education consultants, speech pathologists, psychologists, and special education teachers. 

2021 Franklin B Walter Awards

The statewide Franklin B. Walter All-Scholastic Award ceremony was held on April 27, 2021, in virtual format.  The Ohio Educational Service Center Association sponsors the state awards.  Southern Ohio Educational Service Center presented awards to the top students from each county in the region consisting of Adams, Clinton, Fayette, and Highland counties.  
The Franklin B. Walter All-Scholastic Award was established in 1989 to recognize student achievement and promote academic accomplishment. One senior from each of Ohio’s eighty-eight counties receives this prestigious honor each year. Recipients are selected by virtue of their academic achievement, personal accomplishments, and community service.
The Franklin B. Walter All-Scholastic Award was established in 1989 by Ohio’s County Superintendents to recognize student achievement and promote academic accomplishment. One senior from each of Ohio’s eighty-eight counties receives this prestigious honor each year. Recipients are selected by virtue of their academic achievement, personal accomplishments, and community service.

The award bears the name of Dr. Franklin B. Walter, who served as State Superintendent from 1977-1991. During his tenure, Dr. Walter worked with three governors, significantly improved public education in the state, and brought Ohio’s schools to the forefront of the nation’s attention. He received numerous honors and has earned the respect and admiration of educators nationwide. His integrity, leadership, optimism, and commitment serves as an example for all. Dr. Walter passed away on September 15, 2010, at the age of 80. He left behind a storied legacy that includes this award.

Walter All-Scholastic Awards Program: Ohio's ESC superintendents started this initiative in 1989 to recognize outstanding senior scholars from across the state.  Their academic achievements, personal accomplishments, and community service have qualified these students as the best and brightest in the Class of 2020.

On Thursday, April 11, 2019, the Ohio Educational Service Center Association (OESCA) recognized 84 of Ohio’s top students from across the state during the 30th Annual Franklin B. Walter All-Scholastic Awards Program, held at the Hilton Polaris-Columbus. The event was sponsored, in part, by North Point ESC and Liberty Mutual Insurance.

The awards program, named in honor of Ohio’s 31st State Superintendent of Public Instruction, Franklin B. Walter, was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their schools and communities. One senior from each county in Ohio was eligible to receive this annual honor. Eligible applicants must be a high school senior enrolled in a public school within an ESC’s service region. Recipients were required to demonstrate outstanding academic achievement as indicated by high school grades, college entrance exam scores, and school activities and awards. Approximately 400 students, parents and educators attended the event. Among this year’s attendee, Governor Mike DeWine delivered the keynote address and the Honorable Andrew Brenner, Ohio Senate, District 19 delivered the invocation. “Our membership was honored to have Senator Brenner deliver the invocation and Governor DeWine serve as our keynote speaker this year,” stated OESCA Executive Director Craig Burford. “Throughout his career Mike DeWine has been a champion for children and families. His executive budget reflects this commitment and recognizes the value of Ohio’s network of ESCs. Given his ongoing support and commitment to Ohio’s youth, we were honored to have him deliver the congratulatory keynote address to this year’s award recipients.” Over the past 30 years, OESCA has recognized nearly 2,700 scholars and student leaders during this event. “For over 100 years ESCs have provided technical assistance and support to Ohio’s schools and students. During this special event we get to see the fruits of that labor and the impact these extraordinary students have made on their schools and local communities,” added Burford. 

Adams County Winner
Mackenzie TooleMackenzie Toole is ranked first in her class and plans to attend Northern Kentucky University where she will major in nursing. Her long term goals are to earn a master’s degree as a midwife nurse and work in the greater Cincinnati area while serving the community in a field she believes is important to women’s health and the overall development of their children.

Mackenzie is known throughout her school community as an athlete, artist, and student leader. Throughout high school, Mackenzie has been a cheerleader and a member of the track and field team.

Mackenzie is also active in her community by volunteering at her local elementary, enjoys working with kids and has developed a love for helping others.  She hopes to continue to have an impact on young lives by educating mothers on the importance of healthy lifestyles and providing the necessary support for raising a healthy child.

Mackenzie has been recognized with several honors and awards including, in part, artwork displayed at Adams County All-County Arts Festival, North Adams Homecoming Queen, and National Beta Club Living Literature State Champion.

Mackenzie is the daughter of Eric and Lisa Toole.

Clinton County Winner
Alexandria Hughes
Alexandria Hughes is ranked in the top of her class and plans to attend Miami University where she will major in psychology with pre-medicine.  Her long term goals are to work in pediatrics psychiatry to help every kid get what they deserve, a happy, healthy childhood.
Alexandria is known throughout her school community as an athlete, musician, scholar, and student leader.    

Throughout high school, Alexandria has been a member of cross country, track, and swim teams, along with the marching band. She was also selected as a recipient of the Brett Wightman award for leadership and determination in track. 

Additionally, Alexandria has held memberships in the National Honor Society, Student Council, Photography, Book, and Spanish Clubs, and participated in Project Trust as a counselor. She was also selected to represent her school at HOBY, a youth leadership conference, and at the monthly Rotary Club lunch for academic merit.

Alexandria is also active in her community, volunteering at the Wilmington Humane Society.

Alexandria has been recognized with several honors and awards including, in part, for artwork in school and local art shows and has been actively involved in school plays, on-stage, the pit orchestra and set design.

Alexandria is the daughter of Shawn and Tracy Hughes.
 
Fayette County Winner
Victoria MorrisonVictoria Morrison is ranked first in his class and is considering attending University of South Florida where she will study mechanical engineering with a minor in biomechanics. Victoria’s long term goal is to be in the engineering field with a job involving prosthetics.

Victoria is known throughout her school community as an athlete, scholar, and student leader.   

Throughout high school, Victoria has been a member of the soccer, track and field, gymnastics and swim teams. Victoria broke the school record for the 100 yard backstroke and was voted team captain of the soccer team and part of the record-breaking season of wins her senior year.

Additionally, Victoria has been active in three clubs throughout her high school career; Spanish, Student Government and Key Clubs. She served as class officer her sophomore year in Key Club and currently is Key Club secretary. Key Club is the school’s volunteer community service group.

Victoria is active in her family church serving two mission trips with her youth group. She travelled to Costa Rica to help build a church to minister to young Costa Ricans and went to Puerto Rice to contribute to hurricane relief by cleaning up debris and rebuilding houses that were damaged.

Victoria has been recognized with several honors and awards including, in part, the National Honor Society, Scholar Athlete and Rookie of the Year.

Victoria strives to be spiritually confident and plans to make responsible decisions and surround herself with positive influences. She hopes to be able to affect the people around her and impact their thoughts and actions in a positive ways though her strong faith.

Victoria is the daughter of Bruce and Carmen Morrison.
 
Highland County Winner
Hunter EllisHunter Ellis is ranked first in his class and plans to attend Xavier University where he will major in philosophy politics.  His long term goal is to become a senator, or perhaps even president one day. Hunter hopes to fix crucial issues on how our government is perceived, and bring a new positivity. 
Hunter is known throughout his school community as a sports announcer, scholar, and student leader.   
Throughout high school, Hunter has been President of the Chatfield Student Service Club and the Chatfield Historical Society. Additionally, Hunter has been a member of Student Council, Chatfield Drama Club, and an Envirothon team member. Hunter is also a founding member of the Lynchburg-Clay Drama Club.
Hunter is also active in his community serving as a church volunteer and involved in preaching at his church. While completing his education, Hunter hopes to intern or work with Saltvine Ministries, which leads a church camp, a youth group, and organizes curriculum that dives deeper into the Bible,
Hunter has been recognized with several honors and awards including, in part, National Honors Society, Phi Theta Kappa, Distinguished Student for American History and for Honors English I.
Hunter is the son of Ron and Tiffany Ellis.

2018 Franklin B Walter Awards

On Wednesday, April 18, 2018, the Ohio Educational Service Center Association (OESCA) recognized 88 of Ohio’s top students from across the state during the 29th Annual Franklin B. Walter All-Scholastic Awards Program, named in honor of Ohio's 31st State Superintendent of Public Instruction.
The award was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their school and communities. One senior from each county in Ohio is eligible to receive this honor.  Matthews Seas, of Peebles High School in Adams County, Heather Fryman of Wilmington High School in Clinton County, Spencer Minyo of Washington Court House High School in Fayette County, and Riley Moberly, Hillsboro High School in Highland County were selected as award recipients from the Southern Ohio Educational Service Center. 
 
"Over the last 29 years, OESCA has recognized over 2000 scholars and student leaders during this event," said Beth Justice, Southern Ohio ESC Superintendent. "We wish Matthew, Heather, Spencer, and Riley great success as they pursues their studies at the college level." 

Matthew Seas
Matthew Seas is ranked first in his class and plans to attend Case Western Reserve University where he will major in chemical engineering.  His long term goals are to earn a Master of Science in chemical engineering and to work in the areas of environmental applications, environmental remediation, and renewable energy.
Matthew is known throughout his school community as an athlete, scholar, and student leader.   
Throughout high school, Matthew has been a member of the indoor and outdoor track and field and cross country teams.
Matthew is also active in his community by serving his church.  He would one day like to give back to his community by pursuing his interest in gardening, establishing a vegetable farm, and donating his harvest to area soup kitchens.
Matthew has been recognized with several honors and awards including, in part, Academic All-Ohio Cross Country, Academic All-Ohio Outdoor Track and Field, and District and Regional Champion Outdoor Track and Field in 3200m.
Matthew is the son of Richard and Lorna Seas.
 
Heather Fryman
Heather Fryman is ranked in the top of her class and plans to attend Capital University where she will major in biology and Spanish.  Her long term goals are to attend medical or optometry school and work in the area of pediatrics.  
Heather is known throughout her school community as an athlete, musician, scholar, and student leader.    
Throughout high school, Heather has been a member of basketball, golf, track, and cross country teams. 
Additionally, Heather has held membership in the National Honor Society, Interact and Boo Radley clubs, participated in various volunteer programs including, in part, Break for Breakfast,  God’s Work, Our Hands,  and 30 Hour Famine.  She has also participated in mission trips to Niagara Falls and Belize.  
Heather is also active in her community. She is a member of the Faith Lutheran Church Choir, Community Choir, and has participated in job shadowing opportunities at Cincinnati and Denver Children’s Hospitals. 
Heather has also been called upon to serve in leadership roles such as secretary, treasurer, media manager, and co-captain and team captain in many of the school and community organizations in which she is a member. 
Heather has been recognized with several honors and awards including, in part, membership in the Phi Delta Sigma Academic Fraternity, Varsity Golf Hurricane Award, and National Merit Scholarship Commended Student. 
Heather is the daughter of Jeff and June Fryman. 
 
Spencer Minyo
Spencer Minyo is ranked first in his class and plans to attend Miami University where he will major in molecular biology and continue his education by attending medical school. Spencer plans to pursue an area of concentration in medical genetics with the long term goal of being a physician.
Spencer is known throughout his school community as an athlete, musician, scholar, and student leader.   
Throughout high school, Spencer has been a member of the swim team, marching band, pep band, jazz band, and symphonic band, and has participated in several high school musicals.
Additionally, Spencer is a member of the DECA business club and has owned and operated his own lawn care business since 2014.
Spencer is also active in his community serving as a museum board member for the Fayette County Museum, Fayette County 4-H camp counselor, Jr. Fair Board and Hi-Y member.
Spencer has also been called upon to serve in leadership roles such as president, historian, treasurer, section leader, and team captain in many of the school and community organizations in which he is a member.
Spencer has been recognized with several honors and awards including, in part, being named a Buckeye Boys State representative, winner of the DECA District Marketing Management Competition, and the 4-H State Achievement Award for Photography.
Spencer is the son of Debbie and John Minyo.

Riley Moberly
Riley Moberly is ranked in the top of her class and plans to attend Kent State University where she will major in biology and premed studies.  Her long term goal is to become a practicing physician and conduct research to find the cure for cystic fibrosis.
Riley is known throughout her school community as an athlete, scholar, and student leader.   
Throughout high school, Riley has been a member of the soccer, basketball, softball, and track and field teams. 
Additionally, Riley has been a member of the National Honor Society, Spanish Club, student council, and Frontier Athletic Conference Sportsmanship Committee. She has served as a peer tutor, and student aide.
Riley is also active in her community serving as a coach in youth athletic programs, member of the Liberty Parks Ground Crew, camp counselor, neighborhood lawn mower, and community blood drive chairperson.
Riley has been recognized with several honors and awards including, in part, being named an Advanced Placement College Board Scholar with Distinction, Daughters of the American Revolution Good Citizen Award Recipient, and the Ohio High School Fastpitch Softball Coaches Association Scholar Athlete.
Riley is the daughter of Katie and J.R. Moberly.

2017 Franklin B Walter Awards

On Wednesday, April 12, the Ohio Educational Service Center Association (OESCA) recognized 82 of Ohio’s top students from across the state during the 28th Annual Franklin B. Walter All-Scholastic Awards Program, named in honor of Ohio's 31st State Superintendent of Public Instruction.

The award was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their school and communities.
"Over the last 28 years, OESCA has recognized over 2000 scholars and student leaders during this event," said Beth Justice, Southern Ohio ESC Superintendent. "We wish Brittany great success as she pursues her studies at the college level."
One senior from each county in Ohio is eligible to receive this honor. 

Adams County

Caitlin Young, daughter of Chris and Marla Young, is Adams County’s recipient of the Franklin B. Walter All-Scholastic Award.

“The Walter Award is incredibly prestigious, given to just one student in each county based on scholastics and academics,” said North Adams High School Principal Matt Young. “I am very proud of Caitlin for winning the award, our third in a row (Karly Boerger, Trey Meade).”


“Although it has no monetary value, the award is something that Caitlin and the North Adams community can be proud of.”
Young is planning on attending Marshall University in the fall to major in Pharmacy.


Clinton County

Avary Beatty, a senior at East Clinton High School, was selected as the Clinton County winner from the Southern Ohio Educational Service Center.

Beatty is a leader in her school’s academic, civic, and athletic community.

Avary is a member of the National Honor Society, Spanish and Key Clubs. She has served as a tutor for students with disabilities, participated in several community outreach programs, and competed on East Clinton’s volleyball, softball, and Quick Recall teams.

Beatty looks forward to living in an urban area and one day proving that just because she comes from a small rural area does not mean that she cannot accomplish anything that sets their heart to.

Avary Beatty is the daughter of Dawn Moon.


Fayette County

Blake Pittser, a member of the Class of 2017 at Miami Trace High School, was selected as the Fayette County winner from the Southern Ohio Educational Service Center. One senior from each county in Ohio is eligible to receive this honor.

The award was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their school and communities.

“Over the last 28 years, OESCA has recognized over 2,000 scholars and student leaders during this event,” said Beth Justice, Southern Ohio ESC superintendent. “We wish Blake great success as he pursues his studies at the college level.”

Blake is ranked first in his class and plans to attend Wright State University where he will play soccer and study biomedical engineering.

Blake is known throughout his school community as an athlete, musician, scholar and student leader.


Highland County

Brittany Ernst

Brittany Ernst, a senior at Lynchburg-Clay High School, was selected as the Highland County winner from the Southern Ohio Educational Service Center.
 
Ernst is ranked fourth in her class and plans to study chemistry and pre-med at either Florida State or Elon University. She is known throughout her school community as a scholar, athlete, and student leader. 

Throughout high school, she has been a member and officer for National Honor Society, Spanish Club and FCCLA. She has also been a member of the volleyball and softball teams and a member of the student council, yearbook, homecoming and prom committees.
 
During her junior and senior year, Ernst was one of a select few selected to participate in TAP MD—a program designed to help talented high school students “tap” into their potential to fulfill careers in medicine.
 
She is the daughter of Bobbie Jo Ernst.

2016 Franklin B Walter Awards

On Wednesday, April 13, the Ohio Educational Service Center Association (OESCA) recognized 82 of Ohio’s top students from across the state during the 27th Annual Franklin B. Walter All-Scholastic Awards Program, named in honor of Ohio’s 31st State Superintendent of Public Instruction. The award was established in 1989 by the OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their school and communities. One senior from each county in Ohio is eligible to receive this honor, and Christopher Meade, a senior at North Adams High School, was selected as the Adams County winner from the Southern Ohio Educational Service Center.

“Over the last 27 years, the OESCA has recognized over 2000 scholars and student leaders during this event,” said Tony Long, Southern Ohio ESC Superintendent. “We wish Trey great success as he pursues his studies at the college level.”

Adams County:

Christopher Meade, a senior at North Adams High School, was selected as the Adams County winner from the Southern Ohio Educational Service Center.

Meade is ranked first in his class and plans to attend University of Rio Grande where he will pursue a degree in secondary education in the field of Mathematics.

Meade is a student leader, scholar, musician, and athlete. He is the current vice president for the National Honor Society, has been a member of the Beta Club, Spanish Club, Table Tennis Club, Talented and Gifted Program, North Adams High School Choir, All-County Choir, homecoming and prom committee, and has served as a teacher assistant.

Meade has also served his community through his participation in the Hoxworth Blood Drive, Annual Lions Club Fundraiser, Earth Day events, School Beautification, Lawn Care of Ill and/or Immobile Neighbors, Salvation Army, Annual Holiday Canned Food Drive, Toy, and Clothing Drives, Church Beautification, and Game Day Administration for Local Youth Basketball League.

Meade was the grade-level winner of the Americanism Test his freshman year and went on to be the Grade Level and County Winner his junior year. He also received the Ohio Congressional Commendation for Academic/Athletic Achievement.

A four-year member of the North Adams’ basketball and baseball teams, Meade was named team captain in his senior year. He was also named District 14 Coaches Association Honorable Mention All-District and Associated Press All Southeast District Special Mention in 2015, and OHSBCA Academic All-District in 2015 and 2016 in football. In baseball, Meade was named District 14 Coaches Association Honorable Mention All-District in 2015, Academic All-District and Sectional Champion in 2014 and 2015.

Looking to the future, Meade plans to one day teach secondary, upper level mathematics and coach high school basketball and baseball.

He is the son of Rob and Christa Meade.


Clinton County:

Nikki Settlemyre, a senior at Clinton-Massie High School, was selected as the Clinton County winner from the Southern Ohio Educational Service Center.

Settlemyre is ranked first in her class and plans to attend the Fisher College of Business at The Ohio State University where she will pursue degrees in business and law. Settlemyre hopes to one day aid people who become lost in the dense language of the legal system.

Settlemyre is a student leader, musician, and athlete. She has served her school community as co-editor of the yearbook, Key Club president, National Honor Society president, class officer, teacher’s aide, peer tutor, and member of the prom committee,

She is a former member of the CM concert band, volleyball team, and the Handbell Choir at the Presbyterian Church of Wilmington, where is an active member of the youth group.

Settlemyre was a 2013 Anthony Munoz Leadership Seminar Attendee, a 2015 Buckeye Girls State Delegate, and has been a member of the CM Academic Team since 2013, where in 2016 she ranked seventh out of 90 individuals at the NAQT Waverly High School Invitational Tournament. She will travel with the team this month as it makes its third consecutive appearance at the NAQT Small School National Tournament in Minneapolis.

Believing that education extends beyond the classroom, Settlemyre plans to participate in the many extracurricular clubs, Christian groups, and community service opportunities offered as part of her college experience.

Looking to the future, Settlemyre is optimistic that she will participate in internships that will one day lead her to joining a company where she can advance and benefit from career opportunities.

While Settlemyre considers herself to be very ambitious, she says she will never allow her profession to take priority over her family. Her ultimate goal in life is to be happy, which to Settlemyre is being enveloped in the loving embrace of her supportive family.

Nikki Settlemyre is the daughter of John and Joy Settlemyre.


Highland County:

Madison Smith, a senior at Lynchburg-Clay High School, was selected as the Highland County winner from the Southern Ohio Educational Service Center.

“Over the last 27 years, the OESCA has recognized over 2,000 scholars and student leaders during this event,” said Tony Long, Southern Ohio ESC superintendent. “We wish Madison great success as she pursues her studies at the college level.”

Smith is ranked first in her class and will be attending Kent State University where she will major in hospitality management and business.

As a student leader, Smith serves as president of the National Honor Society and secretary of the student council. She is a three-year member and current editor of the yearbook staff and a four-year varsity cheerleader, serving as captain her junior year.

Smith has served as a Special Olympics volunteer and has also participated in the Family, Career and Community Leaders of America. She is a nine-year member and officer within the 4-H organization, where she earned the State Fair 2014 Outstanding of the Day Recipient and the Outstanding Senior Nutrition Exhibitor. Smith has served on the Highland County Fair Board and Highland County Family and Consumer Sciences Board, and has been awarded the DAR Good Citizens Scholarship.

Looking to the future, Smith hopes to utilize her education and experience in hospitality management and business to work as an event coordinator at a vacation resort.

She is the daughter of Greg and Ronda Smith.

2014 Franklin B Walter Awards

On Wednesday, April 9, 2014, the Ohio Educational Service Center Association (OESCA) recognized 82 of Ohio’s top students from across the state during the 25th Annual Franklin B. Walter All-Scholastic Awards Program.

The awards program, named in honor of Ohio’s 31st State Superintendent of Public Instruction, Franklin B. Walter, was established in 1989 by OESCA to promote and recognize outstanding student leaders for their academic achievement and service to their schools and communities.  One senior from each county in Ohio was eligible to receive this annual honor.

Eligible applicants must be a high school senior enrolled in a public school within an ESC’s service region.  Recipients were required to demonstrate outstanding academic achievement as indicated by high school grades, test scores, and school activities and awards.  

Approximately 400 students, parents and educators attended the event which was part of the OESCA Spring Conference and 100th Anniversary Celebration of Ohio’s ESCs, which were established as county offices of education in 1914.  Among the attendees was State Representative Tony Burkley (R-82nd House District) who delivered the invocation and Ohio’s State Superintendent of Public Instruction, Dr. Richard A. Ross.

“It was an honor to have Representative Burkley and Superintendent Ross address the students and families,” stated Tony Long, Southern Ohio ESC Superintendent.  “Given the ongoing support and commitment to ESCs from the Ohio General Assembly, it was only fitting to have a member of the Ohio House address the students and deliver the invocation.”
Over the past 25 years, OESCA has recognized over 2,000 scholars and student leaders during this event.  “For 100 years ESCs have provided technical assistance and support to Ohio’s schools and students,” added Superintendent Long.  “We look forward to another century of service, in partnership with school district leadership, ensuring all students have the tools and resources necessary to succeed regardless of where they live and attend school.”

Adams County:Elijah Bedel

Elijah Bedel, a senior at West Union high school, was the Adams county winner from the Southern Ohio Educational Service Center.  Elijah plans to major in Environmental Studies.


Clinton County:Farrah Bekheet

Farrah Bekheet, a senior at Wilmington high school, was the Clinton county winner from the Southern Ohio Educational Service Center.  Farrah plans to major in Neuroscience.


Fayette County:Dallas DeBruin

Dallas DeBruin, a senior at Miami Trace high school, was the Fayette county winner from the Southern Ohio Educational Service Center.  Dallas plans to attend either Xavier University or University of Dayton and major in Entrepreneurship.


Highland County:

James Levi Goble, a senior at Lynchburg-Clay high school, was the Highland county winner from the Southern Ohio Educational Service Center.  Levi plans to attend Wittenberg University in the fall and major in Physics and Geology.

2013 Franklin B Walter Awards

Adams County:

Haley Jo Greene

Haley Jo Greene, a senior at Peebles High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Clinton County’s 2013 Franklin B. Walter All Scholastic Award winner.  

Ms. Greene plans to attend the University of Cincinnati and major in Food and Nutrition.

Ms. Greene is a member of the Peebles High School National Honor Society.  She has tutored students struggling in Spanish and is the pianist for the school choir. She plays on the Peebles High school Varsity softball team and also played Varsity Volleyball.  

Commenting on her goals, Ms. Greene stated, “A goal in my life is to use Spanish to reach clients that have broken or zero English skills, and to share God’s love in the mission field in foreign areas.”

Haley is the daughter of Matthew and Cheryl Greene.


Clinton County:Miranda Sternsher

Miranda Sternsher, a senior at Clinton-Massie High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Clinton County’s 2013 Franklin B. Walter All Scholastic Award winner.

Ms. Sternsher plans to attend Cedarville University and earn a Bachelor Degree in Nursing.  She would then like to earn a Master's degree as a Nurse Practitioner.

Ms. Sternsher is a member of the Clinton-Massie High School National Honor Society, and served as Vice President her senior year.  She has been ranked first in her class for overall GPA all four years of high school thus receiving the Top Ten Award.  Ms. Sternsher has been on the Falconettes Dance Team from 2006-2012 where she held the position of Squad Leader her Junior Year. She also represented Clinton-Massie at the Clinton County Business Advisory Speech Contest in 2010.

Commenting on her goals, Ms. Sternsher stated, “I have the goal of getting some of my creative writing published, either in a collection or magazine.”  She also plans to become fluent in Spanish in order to use it professionally and personally.

Miranda is the daughter of Dann and Judi Sternsher.


Fayette County:

Judith Straathof, a senior at Miami Trace High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Fayette County’s 2013 Franklin B. Walter All Scholastic Award winner.  

Ms. Straathof plans to attend college after graduation.

Ms. Straathof is a member of the Miami Trace High School National Honor Society.  She was awarded the Academic Booster Club Top Ten Award all four years of high school for being ranked as number one academically in her class.  She was also a delegate at Buckeye Girls State in 2012.

Commenting on her goals, Ms. Straathof plans to graduate college with honors and start her career.  She stated, “Succeeding doesn’t mean making a lot of money, it means being happy with what I’m doing.”     

Judith is the daughter of Nico and Elzbieta Straathof.

Haley Tolle, a senior at Laurel Oaks/Fairfield Local High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Highland County’s 2013 Franklin B. Walter All Scholastic Award winner.  

Ms. Tolle plans to attend the College of Wooster and major in Psychology.

Ms. Tolle has been an active member of 4-H since 2005.  She also participated in Honor Choir, as well as Solo and Ensemble where she received Excellent Solo and Superior Solo.  She has received the Summer Conference Statesmen Award and the Fall Conference Statesmen Award in 2012.       

Commenting on her goals, Ms. Tolle stated, “I hope to have a Doctorate’s degree in the field of Psychology.  Specifically, I would prefer my studies to be within the Forensic Psychology field, allowing me to work as a Criminal Interrogator.”  

Haley is the daughter of Sherilyn Tolle.

All students were honored and received the award at the awards luncheon held in Columbus on April 25, 2012. Award recipients must have demonstrated outstanding academic achievement as well as other significant school and community accomplishments.

Jill Deatherage
Jill Deatherage is Clinton County's Franklin B. Walter
All Scholastic Award Recipient
Jill Deatherage, a senior at Clinton-Massie High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Clinton County's 2012 Franklin B. Walter All Scholastic Award winner.  Ms. Deatherage plans to attend The Ohio State University and major in Speech and Hearing Sciences.  She intends to minor in Spanish.  She would then like to complete Graduate School at either Ohio State University or Miami University for Speech Pathology.

Ms. Deatherage is a member of the Clinton-Massie High School National Honor Society, and served as President her senior year.  She has been ranked first in her class for overall GPA all four years of high school thus receiving the Top Ten Award.  Ms. Deatherage held positions of First Lieutenant and Squad Leader of the CMHS Falconettes Dance Team during high school.  She also served as Co-Captain of the swim team her senior year.

Commenting on her goals, Ms. Deatherage stated, "My first academic goal is to finish high school knowing I have done everything to the best of my ability.  I want to be confident in the fact that I took advantage of the learning opportunities that were given to me and that I am prepared for the future." Jill is the daughter of John and Lynn Deatherage.

Emily Ratliff, a senior at Miami Trace High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Fayette County's 2012 Franklin B. Walter All Scholastic Award winner.  Ms. Ratliff plans to attend The Ohio State University and graduate with honors in Agribusiness.  She would then like to attend Pharmacy School to become a certified pharmacist.

Ms. Ratliff is a member of the Miami Trace High School National Honor Society and served as President her senior year.  She was awarded the Academic Booster Club Top Ten Award all four years of high school for being ranked in the top ten academically in her class.

Commenting on her goals, Ms. Ratliff quoted a statement from Brian Tracy's "Eat That Frog, Goals are the Furnace of achievement."  She stated "Goals give us a sense of direction.  Without them, it's easy to get lost wandering about aimlessly in search of a purpose." One big goal that Ms. Ratiliff hopes to achieve is to graduate as the valedictorian of her high school class. Emily is the daughter of Lamar and Stephanie Ratliff.

Elizabeth Spidel, a senior at Lynchburg-Clay High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Highland County's 2012 Franklin B. Walter All Scholastic Award winner. Ms. Spidel plans to attend Miami University in Oxford, Ohio and major in microbiology.  She intends to minor in neuroscience in order to prepare for a career as a psychiatrist.

Ms. Spidel is a member of the Lynchburg-Clay High School National Honor Society.  She has been in both concert band and pep band.  Ms. Spidel has also been in many musicals during her high school years.

Commenting on her goals, Ms. Spidel stated, "My biggest goal for my high school career is to graduate as Lynchburg-Clay's 2012 Valedictorian."  Elizabeth is the daughter of Patti Phelan and Dan Spidel.

Jamie Witherby is Clinton County's Franklin B. Walter
All Scholastic Award Recipient
Jamie Witherby, a senior at Clinton-Massie High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Clinton County's 2011 Franklin B. Walter All Scholastic Award winner.   

Ms. Witherby plans to further her education abroad and focus on international studies and pull out a career option from the many different branches of communications and affairs that are paired with the studies of the world. 
Ms. Witherby is a member of the Elite Honor Roll and active in school musical and Key club service projects. Ms. Whitherby has participated in many clubs and won various academic awards. Next to traveling, taking the stage is her favorite activity and she plans to continue sharing her passion locally in the future.

Commenting on her goals, Ms. Witherby stated, What I do know for sure is that I have a passion for the world and all of its rich variety of cultures and people. More than just goals for my future, I have expectations of experiencing them all, professionally and personally."

Aaron Sollars, a senior at Miami Trace High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Fayette County's 2011 Franklin B. Walter All Scholastic Award winner.  
Mr. Sollars plans to further his education by attending The Ohio State University and earning a degree in agricultural business and applied economics.

Mr. Sollars is a member of the Miami Trace High School National Honor Society and is the Treasurer of his chapter. He has also received the highest honor for an FFA student at the state level award, the FFA State Degree. Mr. Sollars has participated in many clubs, sports and won various academic awards. He is also a member of the Superintendent's Advisory Council, assisting the superintendent in improving the Miami Trace School district. 

Commenting on his goals, Mr. Sollars stated, One of my long-term goals is to return to the family farm with the knowledge I receive at Ohio State. I want to become a valuable addition to our grain operation by being able to understand the proper way to do business and how things like the commodity markets work."

Lisa Rhonemus, a senior at Lynchburg-Clay High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Highland County's 2011 Franklin B. Walter All Scholastic Award winner.  

Ms. Rhonemus plans to further her education and would like to be a teacher, coach or camp counselor.
Ms. Rhonemus is a member of the Lynchburg-Clay High School National Honor Society, and enjoys being a counselor for 4-H camps and is a Counselor in training for the YMCA.  Ms. Rhonemus has participated in many clubs, sports and won various academic awards.  She is an active member of 4-H where he has also obtained many awards, including Clinton County Pork Industry Queen, 2010.       

Commenting on her goals, Ms. Rhonemus stated, I don't care how much money I make because that won't carry on when I die, but the children I meet when I become a counselor or teacher will be impacted by influence which will affect them for the rest of their lives."

Lisa is the daughter of Neil and Diane Rhonemus of Lynchburg.

Anders Bengtson is Adams County's Franklin B. Walter
All Scholastic Award Recipient
Anders Bengtson, a senior at Peebles High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Adams County's 2010 Franklin B. Walter All Scholastic Award winner.    

Mr. Bengtson is currently attending Southern State Community College (post-secondary) and will attend Liberty College in the fall.  He plans to become a lawyer.
Mr. Bengtson is a member of Peebles High School National Honor Society and Student Council.  He is captain of the High School Academic Team and has participated in high school athletics.  Mr. Bengtson has been very active in Boy Scouts and has received many awards.
Commenting on his goals, Mr. Bengtson stated, I am confident I will be successful in the future because of my dedication to hard work and determination.
Anders is the son of Keith and Lynn Bengtson of Hillsboro.
 
Deanna Ruble is Clinton County's Franklin B. Walter

Deanna Ruble, a senior at East Clinton High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Clinton County's 2010 Franklin B. Walter All Scholastic Award winner.   

Ms. Ruble plans to attend Ohio Northern University and obtain a Doctor of Pharmacy Degree.
Ms. Ruble is a member of East Clinton High School National Honor Society and the Varsity Academic Team.  She is 1st Chair Alto Saxophone in the Wind Ensemble.  Ms. Ruble has participated in many clubs at East Clinton High School and has been the recipient of many academic awards.
Commenting on her goals, Ms. Ruble stated, I seek to grow in faith, character, and knowledge from the many exciting and trying experiences I will surely encounter throughout my life.

Sydney Wilson, a senior at Miami Trace High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Fayette County's 2010 Franklin B. Walter All Scholastic Award winner.  
 Ms. Wilson plans to attend Ohio State University.
Ms. Wilson is a member of Miami Trace High School's National Honor Society, was a Delegate at Buckeye Girls State and has participated in many clubs.  She is involved in high school athletics and was selected to the 1st Team All-SCOL in both tennis and track.  Ms. Wilson is the recipient of many academic and athletic awards.  
Commenting on her goals, Ms. Wilson stated, Perhaps my most important long-term goal is to develop lasting relationships with others as I mature and have new experiences.  I want to meet new people in college and develop lasting friendships.  I cannot wait to see what the future holds for me.

Brad Keltner, a senior at Lynchburg-Clay High School has been honored by the Ohio Educational Service Center Association and the Southern Ohio Educational Service Center as Highland County's 2010 Franklin B. Walter All Scholastic Award winner.  
Mr. Keltner plans to attend Purdue University and major in engineering or agriculture.
Mr. Keltner is a member of the Lynchburg-Clay High School National Honor Society, and he is currently Treasurer of the Lynchburg-Clay High School FFA.  Mr. Keltner has participated in many clubs, sports and won various academic awards.  He is an active member of 4-H where he has also obtained many awards.       
Commenting on his goals, Mr. Keltner stated, My goal is to maintain a 4.0 GPA throughout my high school career.  I have worked hard to keep my 4.0 while still enrolling in challenging classes.
